We know that by working together, water is more affordable, the region is more secure and a vital public interest is served. We have to work together to ensure that we have the water we need today and tomorrow.   As important, we must protect our quality of life and the environment that makes it special. It is vital that we all understand the importance of balancing our needs for water with environmental protection. The consequences of the failure to do so are clear.
